Deadlines coming this week for fishers and hunters | Outdoors | The ...

The Washington Department of Fish and Wildlife's comment period on proposed changes to sport fishing regulations for 2013-14 closes Tuesday, Jan. 29.

The fish and wildlife commission is considering at least seven changes applying to Whatcom and Skagit County waters.

This rule-making process has its limits, covering the rules for recreational fishing for gamefish in freshwater, as well as some finfish and shellfish in marine waters. Rules and seasons for halibut and salmon for non-treaty anglers in Washington derive from separate processes in January and April.

For our neck of the woods in northern Region 4, under consideration are several new regulations that would restore angling opportunities lost when the so-called "new paradigm" for Puget Sound, northern inland waters and Strait of Juan de Fuca streams took effect three years ago.

My personal favorite is the proposed restoration of fishing in certain beaver ponds in Whatcom and Skagit counties. Proposal Number 41 will reopen beaver ponds if they are on or adjacent to streams otherwise open seasonally for trout (gamefish).

This conditional reprieve will see to the restoration of fishing for trout in some challenging but worthy waters such as the upper North Fork Nooksack river valley above Nooksack Falls and Baker river valley above Shannon Dam.

Other possible rule modifications for waters in this area contained in the package are:

? No. 47. Open most tributaries to Ross Lake to angling from one mile upstream of Ross Lake to headwaters (except Ruby Creek closed and its tributaries open) under certain restrictions.

? No. 46. Reduce waterfowl hunter/angler use conflicts on Fazon & Tennant Lakes by not allowing fishing from a floating device until Jan. 28, to coincide with the closing date of waterfowl hunting season.

? No. 50. Increase angling opportunity on the South Fork Nooksack River and all tributaries, upstream from and including Wanlick Creek under fly fishing only plus catch-and-release provisos.

? No. 53. Shorten fishing season on Channel Creek (Baker Lake) to protect spawning sockeye by changing to an Aug. 30 closure date.

? No. 54. Open a selective gear rules trout fishery in the lower Skagit River from the mouth to Highway 536 Memorial Bridge at Mount Vernon from March 1 through May 31 under certain controls.

? No. 55. Close angling on Hutchinson Creek to protect wild steelhead.

There are 62 other recommended changes for specific waters elsewhere around the state, in marine waters or with broader statewide implications or applications.

From there you call up each specific rule's page by clicking on the synopsis statement, and there is an e-form on which you can register and comment.

The Fish and Wildlife Commission will take formal testimony on all proposals at its February session, at which written comments also may be submitted.

Final decisions on all these changes will be made by the nine-member panel in March, when 2013-14 sport regulations are enacted.

These new rules will take on the force of law on May 1, 2013.

Starting in February the Fish and Wildlife Department and Western Washington treaty tribes formally begin the business of setting salmon seasons in a nearly three-month endeavor called the North of Falcon Process. This starts with a day-long announcement and discussion of 2013 salmon run forecasts, which usually takes place the first week of February.

We also are awaiting the announcement of the International Pacific Halibut Commission's determinations on 2013 allowable flattie harvests.

Catch allocations for discrete areas throughout the Northeast Pacific were made at the IPHC's annual meeting Jan. 21-25 in Victoria, B.C.

Those allotments will enable Washington fisheries managers to set by late March personal use seasons that usually occur in May and June.

DON'T FORGET

If you drew documents to hunt big game species and/or special waterfowl as well as dipped gear for Dungeness crab in the late season this past year, deadlines are approaching to report your efforts and success.

The end of January is the witching hour for deer, elk, black bear and turkey and crabbing reports. You must report hunting activity whether successful or not or the lack of any effort on each individual transport tag purchased.

Waterfowl gunners with special written authorizations to hunt sea-ducks anywhere, brant in Skagit County or snow geese in Goose Management Area 1 must report by Friday, Feb. 15.

Failure to report could cost you money in the future.

APPLY FOR 2013 HUNTS

Idaho non-resident deer and elk tags have been on sale since Dec. 1. Wyoming opened its application period for non-resident controlled hunts for big game species on Jan. 1.

Idaho is accepting applications for spring black bear hunt permits.

Veteran hunters visiting Wyoming should not wait for the usual booklet to arrive in the mail. Since most drawing transactions now occur online, Wyoming hunt managers have done away with the printed application booklet, and that may not be the only change in store for out-of-state hunters.

WINTER-RUN HATCHERY WATCH

The inter-basin transfer of hatchery winter-run steelhead eggs, to make up deficits if a hatchery does not get its needed spawners, is now prohibited, so it is more important than ever for enough adult fish to reach their artificial spawning destinations.

Under the state's steelhead management plan and individual hatchery genetics management plans, facilities must spawn the earliest returning adipose fin-clipped adults that return.

Hatchery fish must arrive in spawning facility traps by Jan. 31 to be eligible for breeding. Any marked fish arriving after that is not to be used for spawning - nor, under the state's hatchery genetic management plan, can wild fish (non-adipose clipped fish) under any circumstances be included in broodstock for spawning.

Maritime Heritage Center Hatchery (Whatcom Creek): one adult reported, no eggs taken

Kendall Creek Hatchery (North Fork Nooksack River): 62 adults, 72,000 eggs taken (target 165,000 egg take)

Marblemount Hatchery (Cascade River, Skagit): 153 adults, 263,000 eggs taken (target 275,000 egg take)

Whitehorse Hatchery (North Fork Stillaguamish River): 126 adults, 227,890 eggs taken

Tokul Creek Hatchery (Snoqualmie River, Snohomish): 569 adults, 657,353 eggs taken

Soos Creek Hatchery (Green River): 77 adults, 108,000 eggs taken

Dungeness Hatchery (Dungeness River): 36 adults, 31,000 eggs taken

Bogachiel Hatchery (Bogachiel River, Quillayute): 1,930 adults, 306,000 eggs taken

It's that feeling when your stomach stops to function while you wait for something to happen. It might be as light as a few butterflies, or as heavy as a full gut churn. As Radiolab producer Jad Abumrad points out at a B?hance Conference, that horrible gut churn feeling is more important to the creative process than you think.

When Abumrad was creating his show, he realized that the overwhelming "gut churn" feeling was one of the most important parts of the process. As he describes it, "the idea that your creation can be anything can be hard to grasp." That fear then drives you along to figure out what exactly you're looking to create. Abumrad also goes through the creative process at Radiolab as well, which includes "stupid, long meetings," post-it notes, and frustration. The overarching theme here is pretty simple, creativity is often pretty brutal, and it requires a tough skin, and a tough gut. Abumrad closes with this piece of advice:

You can take the worst feeling in the world, reframe it, and suddenly that feeling is the solution. We can run from that feeling, or take that feeling itself as the pointing arrow. "Okay, I feel like my stomach is going to explode, but maybe that just means I'm on the right track."

(AP) ? Indicted Megaupload founder Kim Dotcom launched a new file-sharing website on Sunday, promising users amped-up privacy levels in a defiant move against the U.S. prosecutors who accuse him of facilitating massive online piracy.

The colorful entrepreneur unveiled the "Mega" site ahead of a lavish gala and press conference at his New Zealand mansion on Sunday night, the anniversary of his arrest on racketeering charges related to his now-shuttered Megaupload file-sharing site. Megaupload, which Dotcom started in 2005, was one of the most popular sites on the Web until U.S. prosecutors shut it down, accusing Dotcom and several company officials of facilitating millions of illegal downloads.

In Dotcom's typical grandiose style, the launch party featured a tongue-in-cheek re-enactment of the dramatic raid on his home a year earlier, when New Zealand police swooped down in helicopters onto the mansion grounds and nabbed him in a safe room where he was hiding.

"Mega is going to be huge, and nothing will stop Mega ? whoo!" a gleeful Dotcom bellowed from a giant stage set up in his yard, seconds before a helicopter roared overhead and faux police agents rappelled down the side of his mansion. Dotcom eventually ordered everyone to "stop this madness!" before breaking out into a dance alongside miniskirt-clad "guards" as music boomed.

Bravado aside, interest in the site was certainly high. Dotcom said half a million users registered for Mega in its first 14 hours.

U.S. authorities are trying to extradite the German-born Internet tycoon from New Zealand, where he is free on bail. Prosecutors say Dotcom made tens of millions of dollars while filmmakers and songwriters lost around $500 million in copyright revenue.

Dotcom argues that he can't be held responsible for copyright infringement committed by others, and insists Megaupload complied with copyrights by removing links to pirated material when asked.

"Our company and assets were taken away from us without a hearing," Dotcom said. "The privacy of our users was intruded on, communications were taken offline and free speech was attacked. Let me be clear to those who use copyright law as a weapon to drown innovation and stifle competition: You will be left on the side of the road of history."

Mega, like Megaupload, allows users to store and share large files. It offers 50 gigabytes of free storage, much more than similar sites such as Dropbox and Google Drive, and features a drag-and-drop upload tool.

The key difference is an encryption and decryption feature for data transfers that Dotcom says will protect him from the legal drama that has entangled Megaupload and threatened to put him behind bars.

The decryption keys for uploaded files are held by the users, not Mega, which means the company can't see what's in the files being shared. Dotcom argues that Mega ? which bills itself as "the privacy company" ? therefore can't be held liable for content it cannot see.

"What he's trying to do is give himself a second-string argument: 'Even if I was wrong before, this one's all right because how can I control something if I don't know that it's there?'" said Sydney attorney Charles Alexander, who specializes in intellectual property law. "I can understand the argument; whether it would be successful or not is another matter."

To Dotcom, the concept is very simple.

"If someone sends something illegal in an envelope through your postal service," he says, "you don't shut down the post office."

U.S. prosecutors declined to comment on the new site, referring only to a court document that cites several promises Dotcom made while seeking bail that he would not ? and could not ? start a Megaupload-style business until the criminal case was resolved.

"I can assure the Court that I have no intention and there is no risk of my reactivating the Megaupload.com website or establishing a similar Internet-based business during the period until the resolution of the extradition proceedings," Dotcom said in a Feb. 15, 2012, affidavit.

The Motion Picture Association of America, which filed complaints about alleged copyright infringement by Megaupload, was not impressed.

"We are still reviewing how this new project will operate, but we do know that Kim Dotcom has built his career and his fortune on stealing creative works," the MPAA said in a statement. "We'll reserve final judgment until we have a chance to take a closer look, but given Kim Dotcom's history of damaging the consumer experience by pushing stolen, illegitimate content into the marketplace, count us as skeptical."

Still, as much as Dotcom's new venture might enrage prosecutors and entertainment executives, it shouldn't have any impact on the Megaupload case.

"All it might do is annoy them enough to say, 'We're going to redouble our efforts in prosecuting them'," said Alexander, the attorney. "But I don't think it makes any practical difference to the outcome."

Dotcom denied the new site was designed to provoke authorities, but got in plenty of digs at their expense, saying that their campaign to shutter Megaupload simply forced him to create a new and improved site.

"Sometimes good things come out of terrible events," Dotcom said. "For example, if it wasn't for a giant comet hitting earth, we would still be surrounded by angry dinosaurs ? hungry, too. If it wasn't for that iceberg, we wouldn't have a great Titanic movie which makes me cry every time I see it. And if it wasn't for the raid, we wouldn't have Mega."

NASA Sets TDRS-K/Atlas V Launch Events Coverage

CAPE CANAVERAL, Fla. ? News conferences, events and operating hours for the Press Site at NASA?s Kennedy Space Center in Florida are set for the launch of Tracking and Data Relay Satellite-K (TDRS-K) aboard an Atlas V rocket Tuesday, Jan. 29. The 40-minute launch window extends from 8:52 to 9:32 p.m. EST. Liftoff will occur from Space Launch Complex 41 at Cape Canaveral Air Force Station in Florida.
Launch commentary coverage, as well as prelaunch media briefings, will be carried live on NASA Television and the agency?s website.

TDRS-K is the first of three next-generation communications satellites designed to ensure vital operational continuity for NASA. The seven TDRS spacecraft currently in orbit provide tracking, telemetry, command and high-bandwidth data return services for numerous science and human exploration missions orbiting Earth. These include NASA?s Hubble Space Telescope and the International Space Station. TDRS-K has a high-performance solar panel designed for more spacecraft power to meet growing S-band communications requirements.

On Monday, Jan. 28, NASA TV will carry the TDRS-K prelaunch news conference and mission science briefing live beginning at 1 p.m.

On Jan. 29, NASA TV launch coverage begins at 6:15 p.m., and concludes after the TDRS-K spacecraft has separated from the Atlas V, which occurs one hour, 46 minutes after launch.

A post-launch news release will be issued as soon as the state-of-health of the TDRS-K spacecraft is known. No post-launch news conference is scheduled.

Gold Toe Return :: Hollywood Elsewhere

Oscar-nominated Moonrise Kingdom co-screenwriter Roman Coppola is either putting us on by speaking favorably about Gold Toe socks, or, as I suspect, he's speaking sincerely. If the latter is true his HE stock has dropped a few points. In a 1.12.13 interview with Kempt's Ben Reininga, he says "fashion is fantastic" but speaking for himself "if I can't get it year after year, I don't want it. For instance, I only wear Gold Toe socks, which I buy at Macy's."

In a 4.21.12 post I wrote that "there's nothing more reprehensible in any men's clothing department than Gold Toe socks. These are truly the sock of schmucks. If someone takes their shoes off and I can see they're wearing a pair, I would immediately write them off. Just saying."

Sartorial issues aside, Coppola is the director-writer of A Glimpse Inside The Mind of Charles Swan III (A24, 2.8), which is why he spoke to Reininga in the first place. I'll be watching this film very carefully, and if Charlie Sheen, Jason Schwartzman and/or Bill Murray are shown wearing a pair...I'll leave it at that.

Getty museum to return ancient artifact to Sicily

LOS ANGELES (AP) ? The J. Paul Getty Museum said Thursday it plans to return to Sicily a terra-cotta head depicting the Greek god Hades after determining it was clandestinely excavated from an archaeological site in the 1970s.

The museum took the initiative to investigate the piece's origins after seeing fragments in a publication that could join to the head, which dates to about 300 or 400 B.C., according to Timothy Potts, the museum's director.

The Getty acquired the piece in 1985, and Potts said it's believed it was taken from the Morgantina Archaeological Park in Italy in the 1970s.

The original location of the head was the site of the sanctuary of Demeter, the Greek goddess of the harvest, whose daughter Persephone was married to Hades.

The Getty purchased the piece from New York collector Maurice Tempelsman. It is among more than 40 pieces the museum has returned to Greece and Italy in recent years.

The terra-cotta body of Hades is undergoing an extensive restoration at the Museo Archeologico in the Italian city of Aidone.

The head will be on view at the Getty Villa from April 3 to Aug. 19. It then travels to the Cleveland Museum of Art for display from fall until January 2014 before appearing in February at the Palazzo Ajutamicristo in Palermo, Italy.

California Earthquake Today 2013 Strikes Near Fort Bragg


LOS ANGELES (LALATE) ? A northern California earthquake today 2013 has erupted near Fort Bragg. The California earthquake today Friday, January 11, 2013 began in the predawn morning hours. No reports of damage have yet to be detailed by local news. The quake marks one of the strongest to strike the region so far this year.

Officials tell news that shortly before 3 am local time a 3.3 magnitude earthquake erupted northeast of Fort Bragg. The quake, however, had virtually no depth. USGS indicates to news that the quake started five miles below the earth?s surface.

USGS reports that the quake began twnety-seven miles north east of Fort Bragg. The quake was centered close to Laytonville, approximately eight miles outside town. The quake was also fourteen miles east of Rockport and fifteen miles east of Cape Vizcaino. Officials tell news that the quake was forty-eight miles northwest of Ukiah and one hundred forty miles northwest of Sacramento.

In related news, a moderate earthquake struck northern Mexico near the Southern California border overnight. A 2.8 magnitude quake struck near midnight last night. Officials report that the quake was nine miles west of Guadalupe Victoria and thirty-one miles west of San Luis Rio Colorado. The quake was also roughly two hundred miles east of Phoenix.

Lenovo's IdeaCentre Horizon Table PC shown off at CES Unveiled

Today at the CES Unveiled show, Lenovo stole the show with its brand new IdeaCentre Horizon Table PC. It's a 27-inch multi-user PC that looks to change the way you engage and interact with a PC. It allows users to play game together, while sitting around the touchscreen. We had the chance to play with the new computer on the show floor, it definitely felt unlike a computing experience we've had before.

A major focus of the demonstration at CES was on gaming. The team showed off how physical peripherals can be placed on the screen to play games. For example, the Lenovo folks demonstrated a top-down shooter where up to four players place joysticks on the screen to control the movement and aiming of the characters. The demo also included an air hockey game where physical paddles were used to shoot the puck.

Having played the games myself, I can honestly say that they worked better than expected. Of course, trying to become accustomed to a new method of controlling a game on the show floor of CES is less than optimal, but it felt comfortable and natural.

When the tablet is flat, it features the Lenovo Aura multi-user, multi-touch interface. The Horizon can get access to the Lenovo App Shop, a dedicated apps store powered by Intel AppUp, giving users access to 5,000+ multi-user entertainment apps. It also comes preloaded with games and educational apps.

When the computer is turned up, it becomes a standard Windows 8 machine that can do all the things you expect it to. It's powered by a line of Intel Core i7 processors, so it should be able to handle some demanding tasks, both while in normal PC and Lenovo Aura multi-user mode.

Lenovo expects to have the new multi-user PC available in the early summer (Northern Hemisphere) of 2013. It will come with a starting price of US$1,699. Of course, the price will vary a great deal depending on the options and specifications.

Tanker strikes San Francisco-Oakland Bay Bridge

SAN FRANCISCO (AP) ? An empty oil tanker caused minor damage Monday when it struck a tower in the middle of the San Francisco-Oakland Bay Bridge while navigating beneath the hulking span, officials said.

The 752-foot Overseas Reymar rammed the tower about 11:20 a.m. as it headed out to sea, according to the Coast Guard and state transportation officials. It didn't affect traffic on the busy bridge, which is the main artery between San Francisco and Oakland, Ney said.

OSG Ship Management Inc., which is the parent company that owns the Marshall Islands-registered ship, said the vessel hit an underwater portion of the massive bridge structure.

Investigators had not yet determined the cause of the crash.

"There's always the human factor," Coast Guard Lt. Cmdr. Shawn Lansing said. "That is again what we'll look into and see whether, in fact, it was a human error or something else and take that into consideration in the development of future regulation."

Visibility at the time was about a quarter-mile, but officials didn't say if that was a factor.

There was no timetable for completing the investigation, Lansing said. The crew and captain of the ship will undergo drug and alcohol testing, per federal regulations. Inspectors also will examine the hull of the ship above and below water, Lansing said.

The mishap damaged about 30 to 40 feet of fender of steel and wooden timbers built onto the span to absorb the brunt of a ship's collision, said California Department of Transportation spokesman Bart Ney.

The incident brought back memories of a major crash in 2007 that spilled 53,000 gallons of oil into the bay. Oil leaking from the Cosco Busan contaminated 26 miles of shoreline, killed more than 2,500 birds and delayed the start of the crab-fishing season.

The Overseas Reymar was not carrying oil as cargo on Monday, only fuel to power its engines, said Charlie Goodyear, a spokesman for the San Francisco Bar Pilots Association.

Coast Guard authorities said no oil or hazardous materials were reported to have leaked into the water. Still, officials spread 4,000 feet of absorbent material on the water to be safe.

No crew members on the ship were injured, and its hull appeared to suffer some scrapes and minor indentations but was not breached, Goodyear added.

"There's all kinds of speculation as to whether the ship had been pushed into the fender by a strong tide, rather than a head-on collision," Goodyear said. "In comparing this to 2007, this appears to be a much lesser impact."

The crew of the Overseas Reymar reported no loss of steering or propulsion, and initial investigations showed no water leaks from any of the ballast tanks, said Darrell Wilson, a spokesman for OSG.

"The ship's crew safely anchored the vessel and made all proper notifications to the authorities," Wilson said.

California Emergency Management Agency spokesman Jordan Scott said the structure of the bridge was fine. The tower of the bridge appeared to be fine from a distance, added California Department of Transportation spokesman Bart Ney.

"There is some damage to the vessel, but nothing that poses a danger to anybody," Scott said. "A fire boat is out there to make sure it stays that way, and it should."

The tanker docked west of Yerba Buena Island immediately following the crash, and the pilot was interviewed by the Coast Guard and the California Board of Pilot Commissioners for the Bays of San Francisco, San Pablo and Suisun, which regulates bar pilots.

The pilot has been a San Francisco bar pilot since 2005, Goodyear said. The association did not release his name.

State law requires a bar pilot to guide every large vessel ? be it a luxury liner, a billionaire's yacht, aircraft carrier or cargo ship ? in, out and around the San Francisco Bay.

The pilots' role came under intense scrutiny in the crash of the Cosco Busan. That ship's pilot, Capt. John Cota, served a 10-month prison sentence after pleading guilty to two misdemeanor charges.

The companies responsible for the Cosco Busan paid close to $60 million for the cleanup and in criminal fines.

No movement: Lawmakers dig in heels on debt crisis

WASHINGTON (AP) ? Congressional leaders on Sunday showed no signs of emerging from their corners to resolve the next step in the financial crisis, with Democrats still talking about higher taxes on the wealthy and the Senate's top Republican suggesting that a crippling default on U.S. loans was possible unless there were significant cuts in government spending.

"It's a shame we have to use whatever leverage we have in Congress to get the president to deal with the biggest problem confronting our future, and that's our excessive spending," said Sen. Mitch McConnell, R-Ky.

Last week's deal to avert the combination of end-of-year tax increases and spending cuts known as the "fiscal cliff" held income tax rates steady for 99 percent of Americans but left some other major pieces of business unresolved.

By late February or early March, the Treasury Department will run out of options to cover the nation's debts and could begin defaulting on government loans unless Congress raises the legal borrowing limit, or debt ceiling. Economists warn that a default could trigger a global recession.

Also looming are deep automatic spending cuts expected to take effect at the beginning of March that could further erase fragile gains in the U.S. economy. Then on March 27, the temporary measure that funds government activities expires, and congressional approval will be needed to keep the government running. It's one more chance to fight over spending

Lawmakers said debt talks will consume Congress in the coming weeks, likely delaying any consideration of an expected White House proposal on gun restrictions in the wake of the Connecticut school shooting.

Republicans say they are willing to raise the debt ceiling but insist any increase must be paired with significant savings from Medicare, Medicaid and other government benefit programs. President Barack Obama has said he's willing to consider spending cuts separately but won't bargain over the government's borrowing authority.

"One thing I will not compromise over is whether or not Congress should pay the tab for a bill they've already racked up," Obama said in his weekly radio and Internet address.

Democrats said further tax increases for the wealthiest Americans were still possible as Congress looks to close the gap between revenues and expenditures. Democrats point out that Obama has already agreed to significant spending cuts, and that the latest deal only gets the nation to about half of the revenue it needs to resolve the red ink.

"Trust me, there are plenty of things within that tax code ? these loopholes where people can park their money in some island offshore and not pay taxes. These are things that need to be closed. We can do that and use the money to reduce the deficit," said Illinois Sen. Dick Durbin, the second-ranking Senate Democrat.

House Democratic leader Nancy Pelosi of California said she, too, wants to put "everything on the table from the standpoint of closing loopholes."

But McConnell bluntly declared that the "tax issue is over" after last week's agreement.

"We don't have this problem because we tax too little; we have it because we spend too much," McConnell said.

Making the rounds on the Sunday talk shows, McConnell was asked repeatedly whether Republicans were prepared to see the nation default on its spending obligations. McConnell said that wouldn't be necessary, so long as Obama agrees to the spending cuts.

But at one point, when asked by NBC's David Gregory whether the GOP strategy will be to hold the debt ceiling "ransom" in exchange for spending cuts, McConnell said it was a "shame we have to use whatever leverage we have" to get the president's attention.

"None of us like using situations like the sequester (automatic across-the-board spending cuts) or the debt ceiling or the operation of government to try to engage the president to deal with this," McConnell said.

Sen. Lindsay Graham, R-S.C., didn't dismiss the idea of allowing a partial shutdown of government until an agreement can be reached. Texas Sen. John Cornyn and other Republicans have floated the idea of a shutdown as a way of winning deeper spending cuts.

"I believe we need to raise the debt ceiling, but if we don't raise it without a plan to get out of debt, all of us should be fired," Graham said.

Maryland Rep. Chris Van Hollen, the top Democrat on the House Budget Committee, said the Republican strategy amounted to: "Give us what we want ... or we're doing to tank the United States economy."

Pelosi said she believes the president has enough authority under the 14th Amendment to raise the debt ceiling without Congress' blessing. But the White House has said previously that it does not believe that the amendment ? which says the "validity" of public debt shouldn't be questioned ? gives the president that power.

McConnell spoke on NBC's "Meet the Press," ABC "This Week" and CBS "Face the Nation." Pelosi was on CBS. Durbin and Graham appeared on CNN's "State of the Union" and Van Hollen was interviewed on "Fox News Sunday."

Honduras envoy to Colombia fired after party scandal

TEGUCIGALPA - Honduras has removed its ambassador to Colombia amid reports his personal aide was involved in a wild party held at the embassy of Honduras in Bogota which, according to media, was attended by prostitutes and where cell phones and computers were stolen.

Ambassador Carlos Rodriguez quit his post on Saturday, Honduras' foreign ministry said in a release, after the government requested his withdrawal.?

Rodriguez's personal aide went out with friends on December 20, picking up some prostitutes in Bogota's red district before going to the embassy, where they consumed alcohol and trashed the facilities, El Heraldo daily reported (Link to Spanish-language newspaper).?

It was not clear if Rodriguez was present, but the ministry said an investigation was under way.?

Last year, about a dozen U.S. Secret Service employees were accused of misconduct for bringing women, some of them prostitutes, back to their hotel rooms ahead of a visit to Colombia by President Barack Obama, in the biggest scandal to hit the agency.?

Some are big-picture issues, but others involve steps you can take to help. 2013 is here, and everyone is busy making (or already breaking) their New Year?s resolutions.

Mother Nature took a few minutes out of her busy schedule to share a few thoughts on how to improve the situation here on our planet with some New Year?s resolutions that should be taken up by mankind.

Here are the top seven resolutions for the Earth in the New Year. Take it away, Mother Nature:

1. Prevent species from going extinct

Earth is in the midst of an enormous extinction crisis, the biggest spate of die-offs since the disappearance of the dinosaurs 65 million years ago, according to several studies.

The world?s level of biodiversity is also down by 30 percent since the 1970s, according to a report by the World Wildlife Fund, a conservation group. The United Nations Environment Program estimates that 150 to 200 species go extinct every day, which is about 10 to 100 times the ?background,? or natural, rate of extinction.

One problem facing endangered species, particularly in developing countries, is poaching. Driven in part by the demand for animal parts in traditi

A total of 633 rhinos were killed in South Africa in 2012, for example, according to Reuters. Compare that with 448 killed in 2011 and 13 killed in 2007. Poaching is largely to blame for the extinction of many creatures, including a subspecies of Javan rhino in Vietnam in 2010.

It?s hard to focus on other animals and plants all the time. But humans are animals who come from a world replete with other creatures and forms of life. Even now, surrounded as many of you are by urban centers, devoid of forests and most wildlife, people depend on plants and animals for survival. Ultimately the loss of biodiversity will hurt you, as you, dear humans, are part of the web of life.

Each species serves a specific function that can?t be wholly replaced if one goes extinct, leading to a less productive ecosystem which ultimately provides fewer benefits for humans.

2. Preserve the rainforests

Rainforests are vital reservoirs of plants, animals and microbes. Most terrestrial animals aren?t the big, charismatic species like elephants and tigers often associated with the jungles, but rainforest-dwelling arthropods (a group that includes insects, arachnids and crustaceans, all of which have hard exoskeletons).

Rainforests also contain plants than can help humans; compounds derived from these plants have been used to create many medicines, including the anti-malarial drug quinine, originally found in the Amazon?s cinchona tree. It?d be a shame to lose such wealth before even discovering it.

The forests also supply the planet with an enormous supply of oxygen. Even so, from 2000 to 2010, for example, about 93,000 square miles of the Amazon rainforest were razed, covering an area roughly the size of the United Kingdom.

3. Protect areas with high biodiversity

Not all areas are created equal. Certain places should be left alone, such as those that are home to endangered species, species found nowhere else, particularly high varieties of species and those that provide other important ecological benefits.

Examples of areas that need your special attention include Madagascar, which is like no other place in the world ? it is the only spot where lemurs and many other unique life-forms dwell.

But forest and grassland habitat on this island off the coast of Africa is being destroyed rapidly; Madagascar has lost at least 90 percent of its original forest cover.

Another jewel would be the Philippines, which has one of the highest levels of biodiversity on the planet, but is threatened by deforestation and development.

A single recent expedition found more than 300 species that are likely new to science, including a deep-sea shark that can inflate itself when frightened. But these species are potentially in danger from human activities, while other species could go extinct there and in other spots before they are even discovered.

Humans are a gassy bunch, burning fossil fuels and increasing the concentration of carbon dioxide, methane and other heat-trapping gases in the atmosphere.

Many climate scientists have estimated that the concentration of carbon dioxide in the atmosphere must be limited to 350 parts per million (ppm) to avoid the worst effects of a human-altered climate, such as warmer temperatures, more frequent heat waves and droughts, sea level rise and even more extinction of animals that can?t quickly adapt to climate change.

The current concentration is nearly 393 ppm and rising about 2 ppm annually, according to the Mauna Loa Observatory in Hawaii.

To avert the worst effects of global warming, humans would need to quickly find alternative fuel sources ? look back to what?s been provided to you and harness the sun or the wind or heat from the Earth.

The poles are also home to magnificent animals like polar bears and penguins,which are sensitive to environmental changes. And that?s not to mention the fact these areas store enough frozen water that, if melted, would put most of the world?s current urban areas under water. And even if these areas don?t completely melt, they could still cause significant sea-level rise.

Commercial-fishing techniques are leading to the deaths of too many fish, sea turtles and marine mammals, often when these creatures aren?t targeted by fishermen.

The worst of these techniques is the use of large nets (including dragnets, seines and driftnets, which catch just about everything in their path) and longline fishing, wherein hundreds or thousands of hooks are suspended up to many miles behind boats.

The average longline in the Gulf of Mexico stretches for 30 miles, and more than half of the tuna and swordfish caught are thrown back, most of which die, according to the Pew Environment group.

Many items also needn?t be thrown away merely because they are out of fashion. A recent study found that a large percentage of appliances that are thrown away still function properly.

In addition, boost energy efficiency by making and buying better cars, like hybrids or electric vehicles powered by renewable sources.

You can also do simple things like turning off lights and appliances, using programmable thermostats and replacing air filters in HVAC systems.

Using less plastic would be another good place to start. Now, plastic is found in just about every corner of the globe, for example in thegreat Pacific garbage patch, known to scientists as the North Pacific Subtropial Gyreand even on the floor of the Arctic Ocean.

The Earth?s resources are not unlimited, and if humans are not more careful, this will become increasingly obvious.

US job market shrugs off fears of 'fiscal cliff'

WASHINGTON (AP) ? The U.S. job market proved resilient in December despite fears that a budget impasse in Washington would send the economy over the fiscal cliff and trigger growth-killing tax hikes and spending cuts.

Employers added 155,000 jobs last month, roughly matching the solid but unspectacular monthly pace of the past two years.

The gains announced Friday weren't enough to reduce unemployment, which remained a still-high 7.8 percent. The November rate was revised up a notch from the 7.7 percent the government had originally reported.

The stable pace of December hiring suggested that many employers tuned out the fracas in the nation's capital. The threat wasn't averted until a deal won final passage on New Year's Day.

Rather than hold back until the fiscal cliff was resolved, many employers kept hiring, most likely in anticipation of higher customer demand.

"What would hiring have been if we had not been facing the fiscal cliff in December?" said Robert Kavcic, senior economist at BMO Capital Markets. "We might have seen quite a bit stronger job growth" ? something closer to 200,000 a month.

That's an encouraging sign for the job market, because an even bigger budget showdown is looming: Congress must vote to raise the government's $16.4 trillion borrowing limit by late February. If not, the government risks defaulting on its debt. Republicans will likely demand deep spending cuts as the price of raising the debt limit.

Robust hiring in construction and manufacturing drove last month's job increases. Construction firms added 30,000 jobs, the most in 15 months. In part, that increase likely reflected hiring needed to rebuild from Superstorm Sandy. And the housing market's gradual recovery has energized homebuilding. Manufacturers added 25,000 jobs, the most in nine months.

Economists found other hopeful news in the report. Americans were given more work hours in December ? an average 34.5 hours a week in December, up from 34.4 in November. And their pay outgrew inflation. Hourly wages rose 7 cents to $23.73 last month, a 2.1 percent increase compared with a year earlier. Over the same period, inflation rose 1.8 percent.

"Perhaps (the) underlying economic performance is accelerating, and even Washington can't screw it up," said Dan Greenhaus, chief global strategist at BTIG.

One company that hired last year and would like to add more jobs in 2013 is Arteriocyte, a Cleveland-based stem-cell therapy and medical device company. But CEO Don Brown is concerned about potential cuts in government spending, which he says could erode Arteriocyte's revenue.

One such cut is a 2 percent reduction in the reimbursements Medicare gives doctors and hospitals. That reduction was delayed by the budget deal reached this week. If the reimbursement cut is imposed later this year, it would lower revenue for the hospitals and surgeons that buy Arteriocyte's advanced products.

"Our entire customer base is unsure about what their reimbursement landscape is going to be," Brown said.

The Obama administration's health care reform law also imposed a 2.2 percent sales tax on medical devices. Brown estimates that will cost his company $400,000. He had hoped the tax would be eliminated as part of a fiscal cliff agreement.

Arteriocyte hired 10 workers last year and now employs 76. The new hires included research scientists, two marketing specialists and a sales representative. Brown hopes to make five to 10 additional hires this year, but he might be unable to do so if the Medicare cut takes effect.

Despite last month's hiring gains, Friday's report pointed to some weakness in the job market. For example, the number of unemployed actually rose 164,000 to 12.2 million. About 192,000 people entered the work force last month, but most did not find jobs.

The unemployment numbers come from a government survey of households. The number of jobs added comes from a separate survey of businesses.

A broader category that includes not only the unemployed but also part-time workers who want full-time jobs and people who have given up looking for work was unchanged in December at 22.7 million.

The government revised up its estimates of job growth for October and November by 14,000 jobs. October's job increases were revised down from 138,000 to 137,000 but November's were revised up from 146,000 to 161,000.

Economists said the pace of hiring almost certainly isn't strong enough to lead the Federal Reserve to cut short its bond-buying program. The Fed is spending $85 billion a month on bond purchases to try to drive down long-term borrowing costs and stimulate economic growth.

The job market is being held back by government cutbacks. Governments at all levels cut 13,000 jobs in December. Since the Great Recession ended in mid-2009, governments have eliminated 645,000 jobs ? an average of nearly 15,400 a month.

By contrast, during the recoveries from the recessions of 1990-1991 and 2001, governments added an average of more than 15,000 jobs a month. If governments were hiring at that pace instead of slashing payrolls, the U.S economy would be generating more than 180,000 jobs a month.

Instead, for two full years, monthly job growth has remained stuck at a tepid pace: It averaged 153,000 in both 2011 and 2012. That isn't enough to lower unemployment to what economists regard as a "normal" rate of 6 percent or less. The Federal Reserve doesn't expect unemployment to drop that low until after 2015.

The economy has replaced just 4.8 million, or 54 percent, of the 8.8 million jobs lost between January 2008, when the job market peaked, and February 2010, when it bottomed during the recession. It has been, by far, the weakest jobs recovery since the Great Depression of the 1930s.

"A status quo report in today's labor market represents an ongoing jobs crisis," says Heidi Shierholz, an economist at the liberal Economic Policy Institute.

Still, the economy has been showing broad improvement. Layoffs are down. Banks are lending a bit more freely. Companies have built up a near-record $1.7 trillion in cash. Consumers have cut their debts to pre-recession levels. Europe has avoided a financial catastrophe.

The once-depressed housing market is rebounding. A gauge of U.S. service firms' business activity expanded in December by the most in nearly a year. Manufacturing is benefiting from the best auto sales in five years. And Americans spent more at the end of the crucial holiday shopping season.

"There is little doubt that the seeds of faster growth are being planted," James Marple, an economist at TD Bank, said in a note to clients.

That said, most economists expect slight improvement at best in hiring this year. A 2 percentage point cut in the Social Security tax expired Jan. 1. That means a household with income of about $50,000 will have about $1,000 less to spend. A household with two high-paid workers will have up to $4,500 less.

And the government may impose spending cuts this year.

Higher taxes and less government spending, along with uncertainty about future budget fights, could restrain growth and hiring.

That "likely means acceleration in the labor market will remain elusive for the time being," said Ellen Zentner, an economist at Nomura Securities.
